INNOVATING AND RENOVATING THE « IMAGE » OF TRADITIONAL VIETNAMESE MARTIAL ARTS

The Vietnamese Federation of Traditional Martial Arts and the World Federation of Vietnam Vocotruyen (WFVV) carried out, during these terms (2015-2020 for WFVV and 2018-2023 for LDVTCTVN) an enormous work to renew the image of this National Sport very strongly imbued with the Culture and the traditions of our country. On the occasion of the new year, « The Thao » (Sports) Magazine spoke with Mr. Truong Van Bao – Vice-president of the Vietnamese Federation of Traditional Martial Arts about the activities and the evolution of the Federation.

INNOVATING AND RENOVATING THE « IMAGE » OF TRADITIONAL VIETNAMESE MARTIAL ARTS

– Can you tell us the results obtained by the Vietnamese Federation of Traditional Martial Arts  during these first 2 years activity (Period 2018-2023) ?

* During this last mandate, the Federation reviewed the technical system, with increased requirements regarding the quality of techniques; manage a new place for free quyens alongside quy dinh quyens; modification of the competition regulations; adoption of an electronic scoring system and equipment; as well as consolidation of the new rank system, creation of the World Academy of Vietnamese Traditional Martial Arts headquartered in Hanoi, with multiple branches in Quang Ninh, Hue, Binh Dinh, Da Lat and Ho Chi Minh City , as well as annexes in Algeria, Moscow (Russia), Paris and Marseille (France) … The Federation is also involved, in coordination with the General Directorate of Sports, to maintain the youth tournaments, the cups and national championship. More specifically, and in order to preserve the precious cultural heritage of the nation, and under the supervision of the State, the Federation introduced traditional martial arts within  schools and high schools and created a new periodic event called “Liên hoan Tinh hoa Võ Việt quốc tế ”(international festival « The Quintessence of Vietnamese Martial Art »). During this mandate, the WFVV has organized two world championships, in Hanoi and Ho Chi Minh City, as well as a world cup , in Marseille (France). Each year, the International Festival « The Quintessence of Vietnamese Martial Art » welcomes all national and foreign traditional martial arts federations and associations. The federation also plans to organize the III World Championship in Algeria. Finally, the objective, set at the start of the mandate, of bringing together 60 nations has been achieved and exceeded; efforts will be continued to bring together 100 nations by 2030.

– The COVID-19 pandemic negatively affects not only the economy, but also results in the postponement or cancellation of many sports tournaments. Can you tell us how it may have affected federal events and competitions as well ?

* It is already a very good thing that the annual activities such as the Youth Tournament, the National Cup and the National Championship were able to take place normally accompanied with due precautions in regard of the epidemic prevention measures. In accordance with State directives, the Federation, in coordination with the stakeholders, organized 3 training sessions for teachers, collaborators and gymnastics teachers in order to promote traditional martial arts activities in communities school. International festival « the Quintessence of Vietnamese Martial Art has been postponed until 2021. And, of course, the leaders of the Federation closely follow and supervise the functioning of the vocotruyen structures across the country: it has thus been created 3 Leagues and Vocotruyen associations at the province/city level. Many localities wished to maintain the national exam/graduation sessions, and 4 sessions were organized by the Federation. Some localities were also able to launch their « local » events such as the seminar on specific stick techniques organized by Lâm Dong’s vocotruyen league, or the friendly vocotruyen festival organized in Ho Chi Minh City.

– Can you tell us about the main missions and orientations of the Federation for 2021 ?

* This year, the Federation will maintain the calendar of competitions, at all levels, from the annual Gathering of « Seniors », to the « Juniors » competition, as well as the National Cup and the National Championship, and, particularly, the festival « la Quintessence of Vietnamese Martial Art (Liên hoan Tinh hoa Võ Việt) which will be organized in different localities. The introduction of traditional martial arts in schools will continue, with close coordination between the two branches, sports practice and education, in order to organize flawlessly with regard to the COVID-19 pandemic so far well controlled on Vietnamese territory.

Consequently, the various structures are well prepared to host these events. Supervised by  WFVV, there will also be many activities organized abroad. The 3rd World Vietnam Vocotruyen Championship is expected to be held in Algeria in mid-July 2021, subject to the evolution of the health situation in many countries in Europe and Africa as well as in other regions. If necessary, the Championship will be postponed to early November or mid-December. In conjunction with this event, WFVV will organize, in Europe, an examination and ranks equivalences session. A very important meeting will precede the World Championship, with the organization of the II Congress of the World Federation of Vietnam Vocotruyen for the period 2021-2026 (in renewal of the I ° mandate – period 2015-2020).

– In recent years, many schools have introduced traditional martial arts into their educational programs, can you say a few words about what has been achieved?

* The Federation, under the supervision of Deputy Prime Minister Vu Duc Dam, has concentrated its efforts on implementing adapted vocotruyen to the education program of schools, colleges and high schools in each locality. This is also a major objective in the orientations of the federation for this mandate. Each year, the Federation acts in full coordination with the General Department of Sports and Physical Education (Ministry of Education and Sports) to organize training sessions in traditional martial arts in schools in the North, the Center, and the South of the country, for staff and teachers. The effort also continued with the introduction of traditional martial arts in the activity programs for Seniors.

– What would be, according to you, Sir, the orientations likely to consolidate the bases and the perenniality of the vocotruyen?

* Following current trends in the development of sports disciplines such as martial arts, Vocotruyen Vietnam, nationally and internationally, requires an innovation/renovation effort in order to better integrate into the world martial arts scene . The Vietnamese Federation of Traditional Martial Arts as well as WFVV are determined to act together to modify its structure, its orientations in terms of « Combat » competitions, including their adaptation for an extension to all practitioners, as well. that a « move upmarket » of đấu đài (ring fight) likely to increase the interest of vocotruyen, with the establishment of a new branch, semi-professional, called “Việt Võ Đài”.

It is, however, essential to promulgate appropriate regulations both nationally and internationally. We will endeavor to ensure that the vocotruyen covers all the provinces and cities of the country, and, by 2030, to extend this coverage internationally to move from the current 60 nations to the 100 nations where the vocotruyen is established. . Assured of the strength of the Vietnamese martial arts and its multi-millennial traditions, we, the Federation, hope for a successful implementation.

La Fédération Vietnamienne des Arts martiaux Traditionnels et la Fédération Mondiale des Arts martiaux traditionnels du Vietnam (NDLR: WFVV) ont effectué, durant les mandats (2015-2020 pour la WFVV et 2018-2023 pour la LDVTCTVN) un énorme travail pour renouveler l’image de ce Sport National très fortement imprégné de la Culture et des traditions de notre pays. A l’occasion de la nouvelle année, « The Thao » (Sports) Magazine s’est entretenu avec M. Truong Van Bao – Vice-président de la Fédération Vietnamienne des Arts martiaux Traditionnels du Vietnam à propos des activités et évolution de la Fédération.

INNOVER ET RENOVER L’IMAGE DES ARTS MARTIAUX TRADITIONNELS VIETNAMIENS

– Pouvez-vous nous dire les résultats obtenus au cours de ces 2 premières années d’activité de la Fédération des Arts martiaux Traditionnels du Vietnam pour l’exercice 2018-2023 ?

* Au cours de ce dernier mandat, la Fédération a revu le système technique, avec une exigence accrue pour ce qui concerne la qualité des techniques; ménager la place des quyens libres au côté des quyens quy dinh; modification du règlement relatif aux compétitions; adoption d’un système et d’un matériel de notation électronique; ainsi que consolidation du nouveau système de grades, création de l’Académie Mondiale des Arts martiaux Traditionnels Vietnamiens dont le siège central se trouve à Hanoi, avec de multiples branches à Quang Ninh, Hue, Binh Dinh, Da Lat et Ho Chi Minh-Ville, ainsi que des annexes en Algérie, à Moscou (Russie), à ​​Paris et à Marseille (France) … La Fédération s’est également impliquée, en coordination avec la Direction générale des Sports, pour maintenir les tournois de jeunes, les coupes et les championnats nationaux. Plus spécialement, et afin de préserver le précieux patrimoine culturel de la nation, et sous la supervision de l’Etat, la Fédération a introduit les arts martiaux traditionnels au niveau des établissements scolaires et créé un nouvel événement périodique baptisé “Liên hoan Tinh hoa Võ Việt quốc tế” (festival international « la Quintessence de l’Art Martial Vietnamien). Au cours du présent mandat, la WFVV a organisé deux championnats du monde, à Hanoï et à Hô Chi Minh-Ville, ainsi qu’une coupe du monde, à Marseille (France). Chaque année, le Festival international « La Quintessence de l’art martial vietnamien » accueille la totalité des fédérations et des associations d’arts martiaux traditionnels nationales et étrangères. La fédération a également prévu d’organiser le troisième championnat du monde en Algérie. Enfin, l’objectif, fixé au début du mandat, de réunir 60 nations a été atteint, et dépassé; les efforts seront poursuivis pour réunir 100 nations d’ici 2030.

– La pandémie COVID-19 affecte négativement non seulement l’économie, mais entraîne également le report ou l’annulation de nombreux tournois sportifs. Pouvez-vous nous dire comment elle a également pu affecter les événements et compétitions fédérales ?

* C’est déjà une très bonne chose que les activités annuelles telles que le tournoi des jeunes, la Coupe nationale et le Championnat national aient pu avoir lieu normalement en tenant compte des mesures de prévention de l’épidémie. En respect des directives de l’Etat, la Fédération, en coordination avec les parties prenantes, a organisé 3 sessions de perfectionnement à destination des enseignants, des collaborateurs et des professeurs de gymnastique afin de promouvoir les activités d’arts martiaux traditionnels dans les milieux scolaires. festival international « la Quintessence de l’Art Martial Vietnamien a été reporté à 2021. Et, bien entendu, les dirigeants de la Fédération suivent et supervisent attentivement le fonctionnement des structures de vocotruyen à travers le pays: il a ainsi été créé 3 Ligues et Associations de vocotruyen au niveau province/ville. De nombreuses localités ont souhaité maintenir les sessions nationales d’examens/passage de grades, et 4 sessions ont pu être organisées par la Fédération. Certaines localités ont également pu lancer leurs événements « locaux » tels le séminaire sur les techniques spécifiques du bâton organisé par la ligue de vocotruyen de Lâm Dong, ou encore le festival amical de vocotruyen organisé à Ho Chi Minh Ville.

– Pouvez-vous nous parler des principales missions et orientations de la Fédération pour 2021 ?

* Cette année, la Fédération maintiendra le calendrier des compétitions, à tous les niveaux, du Rassemblement annuel des « Seniors », à la compétition « Juniors », aussi bien que la Coupe nationale et le Championnat national, et en particulier le festival « la Quintessence de l’Art Martial Vietnamien (Liên hoan Tinh hoa Võ Việt) qui sera organisé dans différentes localités. L’introduction des arts martiaux traditionnels dans les écoles se poursuivra, avec une étroite coordination entre les deux branches, la pratique sportive et l’éducation, afin d’une organisation sans faille en regard de la pandémie COVID-19 jusqu’à présent bien contrôlée sur le territoire vietnamien. Par conséquent, les différentes structures se sont bien apprêtées pour accueillir ces événements. Supervisées par la WFVV, nombreuses également seront les activités organisées à l’étranger. Le 3e championnat du monde de Vocotruyen Vietnam devrait se tenir en Algérie à la mi-juillet 2021, sous réserve de l’évolution de la situation sanitaire dans de nombreux pays d’Europe et d’Afrique aussi bien que dans d’autres régions. Si nécessaire, le Championnat sera reporté à début novembre ou mi-décembre. Conjointement à cet événement, la WFVV organisera, en Europe, une session d »examen et d’équivalence de grades. Enfin, un rendez-vous très important précédera le Championnat du monde, avec l’organisation du II° Congrès de la Fédération Mondiale des Arts Martiaux Traditionnels Vietnamiens pour la période 2021-2026 (en renouvellement du I° mandat – période 2015-2020).

– Ces dernières années, de nombreux établissements scolaires ont introduit les arts martiaux traditionnels dans leurs programmes éducatifs, pouvez-vous dire quelques mots sur ce qui a pu être réalisé ?

* La Fédération, sous la supervision du vice-Premier Ministre Vu Duc Dam, a concentré ses efforts sur une mise en œuvre du vocotruyen adaptée au programme scolaire des écoles, collèges et lycées de chaque localité. Ceci constitue également un objectif majeur dans les orientations de la fédération pour le présent mandat. Chaque année, la Fédération agit en pleine coordination avec le Département général des sports et de l’éducation physique (Ministère de l’éducation et de la formation) pour organiser des sessions de formation en arts martiaux traditionnels au sein des établissements scolaires du Nord, du Centre, et du Sud du pays, à destination du personnel et des enseignants. L’effort s’est également poursuivi en ce qui concerne l’introduction des arts martiaux traditionnels dans les programmes d’activités à destination des Seniors..

– Quelles seraient, selon vous, Monsieur, les orientations susceptibles de consolider les bases et la pérennité du vocotruyen ?

* Suivant les tendances actuelles concernant le développement des disciplines sportives comme des arts martiaux, le Vocotruyen Vietnam, au plan national comme au plan international, demande un effort d’innovation/rénovation afin de mieux s’intégrer sur l’échiquier des arts martiaux mondiaux. La Fédération des arts martiaux traditionnels du Vietnam ainsi que la WFVV sont déterminées à agir de concert pour modifier sa structuration, ses orientations en matière de compétitions « Combat » sur ring, incluant leur adaptation pour une extension à l’ensemble des pratiquants, aussi bien qu’une « montée en gamme » du đấu đài (combat sur ring) susceptible d’accroître l’intérêt du vocotruyen, avec l’instauration d’une nouvelle branche, semi-professionnelle, baptisée “Việt Võ Đài”.

Il est, toutefois, indispensable de promulguer une réglementation adaptée aussi bien au niveau national qu’international. Nous nous attacherons à ce que le vocotruyen couvre l’ensemble des provinces et des villes du pays, et, d’ici à 2030, à étendre cette couverture à l’international pour passer des 60 nations actuelles aux 100 nations où le vocotruyen est implanté.  Compte tenu de la force des traditions multi-millénaires de l’art martial vietnamien, nous, au niveau de la Fédération, espérons une mise en oeuvre couronnée de succès.

Trong nhiệm kỳ vừa qua, Liên đoàn Võ thuật cổ truyền Việt Nam và Liên đoàn Thế giới Võ cổ truyền Việt Nam (WFVV) đã làm được rất nhiều việc để đổi mới diện mạo môn thể thao mang đậm chất dân tộc của nước nhà. Nhân dịp Xuân mới, Tạp chí Thể thao đã có cuộc trao đổi với ông Trương Văn Bảo – Phó Chủ tịch Liên đoàn Võ thuật cổ truyền Việt Nam xung quanh hoạt động của hội cũng như phong trào.

QUYẾT TÂM ĐỔI MỚI DIỆN MẠO CỦA VÕ CỔ TRUYỀN VIỆT NAM

– Ông có thể cho biết những kết quả đã đạt được trong hơn 2 năm đầu của Liên đoàn Võ thuật cổ truyền Việt Nam nhiệm kỳ 2018-2023?

*Trong nhiệm kỳ vừa qua, Liên đoàn đã tiến hành rà soát hệ thống kĩ thuật, nâng cao yêu cầu về chất lượng đòn thế; phân thành hệ quyền quy định và tự chọn; sửa đổi Điều lệ thi đấu, cho ra đời hệ thống tính điểm điện tử; củng cố hệ thống đai đẳng, thành lập Học viện thế giới Võ cổ truyền Việt Nam có tổng đàn tại Hà Nội và các phân viện tại Quảng Ninh, Huế, Bình Định, Đà Lạt, TP.HCM. Ngoài ra, ở cũng có các phân viện tại Algérie, Moscow (Nga), Paris và Marseilles (Pháp)… Liên đoàn đã phối hợp với Tổng cục TDTT duy trì các giải trẻ, giải cúp, giải vô địch quốc gia. Đặc biệt, để bảo tồn di sản văn hóa quý báu của dân tộc và theo sự chỉ đạo của Chính phủ, Liên đoàn đã triển khai đưa võ cổ truyền vào học đường và cho ra đời một sân chơi mới mang tên “Liên hoan Tinh hoa Võ Việt quốc tế”. Trong nhiệm kỳ này, WFVV đã tổ chức được 2 giải vô địch thế giới tại Hà Nội và TP.HCM, 1 giải cúp thế giới tại Marseille (Pháp). Hàng năm, Liên hoan “Tinh hoa Võ Việt quốc tế” nhận được sự hưởng ứng của tất cả các Liên đoàn/Hiệp hội Võ cổ truyền trong và ngoài nước. Dự kiến trong năm 2021, Liên đoàn sẽ tổ chức giải vô địch thế giới lần thứ III tại Algérie. Chỉ tiêu đặt ra từ đầu nhiệm kỳ là phấn đấu đến năm 2020 sẽ có 60 thành viên và đến nay đã vượt con số này; tới năm 2030, sẽ phấn đấu có 100 quốc gia và vùng lãnh thổ tham dự.

– Dịch COVID-19 không chỉ tác động tiêu cực đến nền kinh tế mà còn khiến nhiều giải đấu thể thao phải hoãn, hủy. Ông có thể cho biết, các giải đấu của Liên đoàn bị ảnh hưởng như thế nào?

*Thật đáng mừng khi các hoạt động thường niên như giải trẻ, cúp, vô địch quốc gia vẫn diễn ra đầy đủ và tuân thủ biện pháp phòng dịch. Dưới sự chỉ đạo của Chính phủ, Liên đoàn đã phối hợp với các bên hữu quan tổ chức 3 lớp tập huấn nâng cao trình độ cho các giảng viên, cộng tác viên, giáo viên TDTT nhằm đẩy mạnh hoạt động võ cổ truyền trong học đường. Liên hoan Tinh hoa Võ Việt đã phải lùi sang năm 2021. Tuy nhiên, lãnh đạo Liên đoàn thường xuyên theo dõi, chỉ đạo hoạt động tại các địa phương như: thành lập thêm 3 Liên đoàn và Hội Võ cổ truyền cấp tỉnh/thành. Nhiều địa phương vẫn duy trì tổ chức thi nâng đai và 4 cuộc thi nâng đai cấp quốc gia do Liên đoàn trực tiếp triển khai. Một số địa phương cũng đã có những hoạt động tự phát như Hội thảo về đặc điểm côn thuật của Liên đoàn Võ thuật cổ truyền Lâm Đồng và Hội thảo giao lưu về võ cổ truyền… tại TP.HCM.

– Xin ông cho biết các nhiệm vụ và phương hướng hoạt động trọng tâm của Liên đoàn trong năm 2021?

*Năm nay, Liên đoàn vẫn tiếp tục duy trì lịch thi đấu các cấp từ Hội khỏe Phù Đổng đến giải trẻ, giải cúp và giải vô địch quốc gia. Đặc biệt, Liên hoan Tinh hoa Võ Việt được tổ chức ở nhiều tỉnh, thành. Việc đưa võ cổ truyền vào học đường cũng được lên kế hoạch phối hợp giữa 2 ngành TDTT và GDĐT rất chặt chẽ, nhất là công tác tổ chức được chuẩn bị chu đáo bởi dịch COVID-19 tại Việt Nam đến nay đã được khống chế. Do đó, các địa phương vẫn sẵn sàng đăng cai và các tỉnh, thành đã chuẩn bị lực lượng để tham gia những giải đó. Dưới sự chỉ đạo của WFVV, các hoạt động ở hải ngoại cũng diễn ra rất phong phú. Giải vô địch Thế giới Võ cổ truyền Việt Nam lần thứ 3 dự kiến tổ chức tại Algérie vào giữa tháng 7/2021, nhưng do diễn biến dịch tại nhiều quốc gia ở châu Âu và châu Phi cũng như các vùng khác vẫn khá phức tạp nên WFVV đã thông báo nếu tháng 7 không tổ chức được thì giải sẽ lùi tới đầu tháng 11 hoặc giữa tháng 12. Cũng trong dịp đó, WFVV sẽ tổ chức thi nâng đai và đổi đai dành cho các môn sinh ở châu Âu. Một sự kiện rất quan trọng diễn ra trước ngày khai mạc mùa giải lần này là tổ chức Đại hội lần thứ II Liên đoàn Thế giới Võ cổ truyền Việt Nam nhiệm kỳ 2021-2026 (nhiệm kì I năm 2015-2020).

– Những năm gần đây, nhiều trường học đã đưa võ cổ truyền vào chương trình giảng dạy, ông có thể chia sẻ những thành tích đạt được của chương trình này?

*Liên đoàn đã rất nỗ lực thực hiện ý kiến chỉ đạo của Phó Thủ tướng Chính phủ Vũ Đức Đam về việc triển khai các nội dung đưa môn Võ cổ truyền Việt Nam vào chương trình GDTC trong các cấp học phổ thông phù hợp với điều kiện thực tiễn ở từng địa phương. Đây cũng chính là mục tiêu trọng tâm và phương hướng hoạt động của Liên đoàn trong nhiệm kỳ này. Hàng năm, Liên đoàn Võ thuật cổ truyền Việt Nam phối hợp với Tổng cục TDTT và Vụ Giáo dục thế chất (Bộ GDĐT) tổ chức các lớp tập huấn Võ cổ truyền trong học đường tại 3 miền Bắc, Trung, Nam cho cán bộ, giáo viên các trường học trong cả nước; cùng với đó là việc đưa Võ cổ truyền vào Hội khỏe Phù Đổng toàn quốc.

– Để võ thuật cổ truyền có thể tạo được vị thế vững chắc, Liên đoàn Võ cổ truyền Việt Nam đã có những định hướng như thế nào, thưa ông?

*Trong xu thế phát triển của thể thao và võ thuật thế giới, võ cổ truyền Việt Nam ở trong nước cũng như hải ngoại đang cần một sự “làm mới mình” để hòa nhập tốt hơn vào một “rừng” các môn võ với nhiều trường phái khác nhau của làng võ thuật thế giới. Liên đoàn Võ thuật cổ truyền Việt Nam cũng như WFVV xác định, cùng nhau thay đổi về quyền pháp; đấu đài dạng phổ cập, áp dụng cho quảng đại quần chúng nhưng cũng có những quy định mới về việc nâng độ khó, tạo tính hấp dẫn của võ cổ truyền; cho ra đời và định hình “mảng” đấu đài mang tính chất bán chuyên nghiệp với sự hình thành sân chơi mới mang tên “Việt Võ Đài”. Nhưng việc rất quan trọng đó là ban hành Quy chế quản lý phù hợp với yêu cầu hội nhập và hoạt động võ cổ truyền trong nước cũng như quốc tế. Chúng tôi hướng tới mục tiêu dần phủ kín các tỉnh, thành trong nước và tới năm 2030, sẽ nâng từ 60 lên 100 quốc gia và vùng lãnh thổ có phong trào võ cổ truyền Việt Nam. Hy vọng rằng, với truyền thống thượng võ từ ngàn đời nay, mục tiêu đề ra của Liên đoàn sẽ thực hiện thành công.
