Lettre ouverte aux pratiquants, enseignants, et dirigeants des structures d’arts martiaux traditionnels vietnamiens
Chers Dirigeants, Enseignants – Maîtres et Instructeurs, et pratiquants de vocotruyen de tous pays,
le Président Hoàng Vĩnh Giang nous a quittés et laisse un grand vide qu’il sera bien difficile à combler.
Mais il nous laisse aussi un héritage considérable qu’il convient, non de partager, mais de préserver et de mettre à profit ce patrimoine collectif pour porter encore plus haut les arts martiaux traditionnels vietnamiens – Võ cổ truyền Việt Nam, et installer ce « Vocotruyen Vietnam » à sa place légitime sur l’échiquier mondial des arts martiaux, à l’égal des disciplines japonaises, chinoises, ou coréennes.
La période transitoire comportera forcément quelques petites difficultés liées à l’acceptance de la Gouvernance, pourtant en vigueur depuis 2018, de la part de certaines personnes, une infime minorité plutôt mal informée.
La fédération mondiale a tout intérêt à poursuivre, et poursuivra sans réserve, les chantiers validés et déjà mis en route par feu le Président Giang, c’est le moindre respect que nous devons envers ce dernier et envers les autorités comme des organisations avec lesquelles les engagements ont été pris.
Les consultation et recueil des avis des membres du directoire fédéral reprendront leur cours normal, mais la règle comme le devoir moral de l’Exécutif de la WFVV est de mener tous les dossiers en cours à leurs termes.
Ainsi, s’agissant des décisions prises par feu le Président Giang, le III° Championnat du Monde – Alger 2020 qui se tiendra en juillet 2022, les Sessions internationales de Grades, les Sessions internationales de Formation des Juges et Arbitres, ou encore le Développement du Viet Vo Dai, se dérouleront comme cela était prévu, sous la seule réserve liée aux dates qui peuvent être modifiées en fonction de la situation sanitaire (covid-19).
Conformément aux lois du Vietnam, aux statuts de la WFVV, et aux décisions prises par feu le Président Giang, le vice-Président Permanent, également en charge des affaires internationales et du Grand-Evénementiel, continuera d’assurer la direction de la fédération mondiale, en liaison avec le Bureau fédéral, jusqu’au jour de la réunion du II° Congrès appelé à élire le nouveau Président qui sera en charge du renouvellement de l’équipe dirigeante et des différentes commissions fédérales.
Le présent communiqué a pour objectif de clarifier la situation en écartant les quelques rumeurs infondées et autres informations-désinformations, qui circulent à la manière des discussions de « cafés du commerce » à propos de ce qui est illégitime ou illégal et de ce qui ne l’est pas.
La fédération mondiale n’est pas, ne doit pas, et ne sera pas, le Siège des conciliabules et des manoeuvres et intrigues. Son fonctionnement se poursuit conformément aux décisions régulièrement validées et dont les documentations ont été versées aux archives tenues et détenues par le Bureau fédéral de la WFVV au Vietnam.
Tout a toujours été, est, et sera toujours résolu en référence aux lois et règlements en vigueur, par les personnes dûment habilitées. Bien entendu, l’avis de chacun sera pris en considération par les instances fédérales de la WFVV et pèsera, comme c’est le cas pour toute institution démocratique, proportionnellement à la représentativité du groupe auquel il appartient ou qu’il dirige. Ceci a permis à la WFVV, depuis 2015, d’oeuvrer au développement singulier du vocotruyen Vietnam, réalisant en un peu plus de 5 années plus de 10 fois ce que les instances antérieures ont fait en 55 ans. Il est question, ici, non de déprécier les acquis, importants, des générations précédentes, mais juste de constater l’immense contribution de feu Pdt Giang qui, au delà de ses mérites unanimement reconnus (sportif de haut niveau, dirigeant sportif accompli, décoré « Anh Hung Lao Dong » – plus haute distinction civile au Vietnam, création et « sauvetage » de plusieurs fédérations sportives, …), a été le grand artisan du renouveau des arts martiaux traditionnels vietnamiens et de son essor actuel.
Me déclarant non-candidat à la succession de feu Président Hoàng Vĩnh Giang, mais juste, et légitimement, investi, jusqu’au prochain Congrès fédéral, pour assurer la transition, je veux affirmer, ici et maintenant, ma ferme résolution, en tant que Vice-Président Permanent, fonction que j’assume depuis 2018, de mener chaque dossier engagé jusqu’à son terme attendu. C’est un honneur, et mon honneur, de témoigner ainsi de mon respect, mon admiration, et ma gratitude envers notre feu Président Giang, ma fierté de servir le Vietnam, le pays de mes racines, de contribuer à la pérennité des arts martiaux vietnamiens et des richesses culturelles singulières que le vocotruyen a propagé dans le monde entier.
Vive le Vietnam, vive la Culture vietnamienne, et vive le Vocotruyen Vietnam (Võ Cổ truyền Việt Nam).

Thư ngỏ gửi các lãnh đạo, huấn luyện viên, môn sinh, môn phái Võ cổ truyền Việt Nam
Kính thưa quý Lãnh đạo, Quý Thầy, Võ sư các cấp, Huấn luyện viên Võ cổ truyền Việt Nam tại các nước,
Chủ tịch Hoàng Vĩnh Giang qua đời để lại khoảng trống lớn rất khó lấp đầy.
Nhưng ông cũng để lại cho chúng ta một di sản đáng kể mà chúng ta không nên chia, mà phải gìn giữ và sử dụng di sản chung này để nâng nền Võ cổ truyền Việt Nam lên tầm cao hơn nữa. Và để đưa VCT vào đúng vị trí trên bàn cờ võ thuật thế giới, sánh ngang với các môn phái của Nhật Bản, Trung Quốc hay Hàn Quốc.
Giai đoạn chuyển tiếp chắc sẽ bao gồm một số khó khăn nhỏ liên quan đến việc chấp nhận Ban Lãnh đạo đã hoạt động từ năm 2018 bởi một số người, nhưng có một số ít người không được biết đến phương hướng lãnh đạo của WFVV..
Liên đoàn Thế giới rất quan tâm đến sự phát triển và sẽ tiếp tục làm việc một cách nghiêm túc để tiếp nối các dự án đã được cố Chủ tịch Giang xác nhận và đã cho tiến hành. Đó là sự tôn trọng tối thiểu mà chúng tôi nên dành cho ông và các cơ quan chức năng cũng như tất cả các tổ chức đã cam kết.
Việc tham vấn và thu thập ý kiến của các thành viên Liên đoàn sẽ tiếp diễn bình thường như mọi khi, nhưng trách nhiệm cũng như quy tắc đạo đức của Ban Thường vụ WFVV là thực hiện tất cả các hồ sơ/ dự án hiện tại theo đúng quy định.
Như vậy, đối với những quyết định của cố Chủ tịch Giang để lại, Giải Vô địch Thế giới Võ cổ truyền Việt Nam lần thứ III – Algiers 2020 sẽ được tổ chức vào tháng 7 năm 2022. Các kỳ thi nâng đai – đổi đai, các kỳ đào tạo trọng tài, hay sự phát triển của Việt Võ Đài, sẽ diễn ra theo kế hoạch, ngày cụ thể sẽ ấn định phụ thuộc vào tình hình COVID-19.
Theo pháp luật Việt Nam, theo Quy chế của WFVV và các quyết định của cố Chủ tịch Giang, Phó Chủ tịch Thường trực, đặc trách hải ngoại và đồng thời phụ trách các sự kiện lớn, sẽ tiếp tục lãnh đạo Liên đoàn Thế giới, gắn liền với Văn phòng LĐ, cho đến ngày Đại hội Nhiệm kỳ II để bầu ra Chủ tịch mới – người sẽ phụ trách việc đổi mới Ban Lãnh đạo và các Ban chuyên môn của Liên đoàn.
Mục đích của thông cáo này là để làm rõ tình hình bằng cách loại bỏ một số tin đồn vô căn cứ và các thông tin sai lệch khác, được lưu hành theo cách thức thảo luận « café du Commerce » (bàn tán) về điều gì là hợp pháp hoặc bất hợp pháp, điều gì là sai hoặc không sai.
Liên đoàn Thế giới không phải là điểm tập tâm của các cuộc điều động và âm mưu. Hoạt động của tổ chức này vẫn tiếp tục theo các quyết định thường xuyên có hiệu lực theo các văn bản đã được lưu trữ tại Văn phòng WFVV tại Việt Nam.
Mọi việc đã, đang và sẽ luôn được giải quyết với sự tham vấn của các luật và quy định có hiệu lực, bởi những người có thẩm quyền hợp pháp. Tất nhiên, ý kiến của mọi người sẽ được các Lãnh đạo WFVV xem xét và sẽ cân nhắc, như trường hợp của bất kỳ thể chế dân chủ nào, số lượng ý kiến sẽ là điều quyết định. Điều này đã giúp WFVV, kể từ năm 2015, hoạt động tích cực tác động đến sự phát triển của Võ cổ truyền Việt Nam, đạt được thành tích chỉ trong hơn 5 năm, gấp hơn 10 lần những gì các tổ chức trước đó đã làm được trong 55 năm. Vấn đề đặt ra ở đây không phải để đánh giá những thành tích quan trọng của các thế hệ trước mà chỉ cần để ghi nhận sự đóng góp to lớn của cố Chủ tịch Giang, người ngoài công lao được mọi người đồng tình ghi nhận (vận động viên đẳng cấp, nhà lãnh đạo thể thao xuất sắc, Anh Hùng Lao Động – danh hiệu cao nhất Việt Nam, sáng tạo và “giải cứu” một số liên đoàn thể thao…), là kiến trúc sư vĩ đại của sự phục hưng và phát triển Võ cổ truyền Việt Nam hiện nay.
Tôi không phải là ứng cử viên kế nhiệm cố Chủ tịch Hoàng Vĩnh Giang, mà tôi chỉ là người có trách nhiệm chính đáng đóng góp cho Liên đoàn, hợp pháp, cho đến Đại hội sắp tới, để đảm bảo quá trình chuyển đổi, tôi muốn khẳng định, ở đây và bây giờ, nghị quyết vững chắc của tôi, với tư cách là Phó chủ tịch Thường trực, một chức vụ mà tôi đã đảm nhận kể từ năm 2018, để hoàn thành từng dự án đến cuối đã được dự kiến. Đó là niềm vinh dự của tôi, để minh chứng lòng kính trọng, sự ngưỡng mộ và lòng biết ơn của tôi đối với cố Chủ tịch Giang, niềm tự hào của tôi được phục vụ Nước CHXHCN Việt Nam, đất nước cội nguồn của tôi, góp phần vào sự bền vững của nền võ thuật Việt Nam, sự phong phú văn hóa độc đáo mà « Vocotruyen » đã lan tỏa khắp thế giới.

Open letter to practitioners, teachers, and leaders of traditional Vietnamese martial arts structures
Dear Leaders, Teachers – Masters and Instructors, and practitioners of vocotruyen from all countries,
President Hoàng Vĩnh Giang has passed away and leaves a great void that will be very difficult to fill.
But he also leaves us a considerable heritage that we must, not to share, but to preserve and use this collective heritage to take even higher the Vietnamese Traditional Martial Arts – Việt Nam Võ cổ truyền, and install this « Vocotruyen Vietnam » in its rightful place on the world martial arts chessboard, on par with Japanese, Chinese or Korean disciplines.
The transitional period will inevitably include some small difficulties linked to the acceptance of Governance, which has been in force since 2018, by certain people, a tiny minority who are rather uninformed.
The world federation has every interest in continuing, and will continue unreservedly, the projects validated and already started by the late President Giang, it is the least respect that we owe to him and to the authorities as well as all organizations with which the commitments have been made.
Consultation and collection of the federal board members opinions will resume their normal course, but the rule as the moral duty of the WFVV Executive Board is to carry out all the current files/projects to their terms.
Thus, with regard to the decisions taken by the late President Giang, the IIIrd World Championship – Algiers 2020 to be held in July 2022, International Sessions of Ranks, International Sessions of Judges & Referees Training, or the Development of Viet Vo Dai, will take place as planned, subject only to the dates which can be modified according to the health situation (covid-19).
In accordance with the Vietnam laws, the WFVV statutes, and the decisions taken by the late President Giang, the Permanent Vice-President, also in charge of international affairs and in charge of Major Events too, will continue to lead the world federation, in liaison with the Federal Bureau, until the day of the meeting of the IInd Congress called to elect the new President who will be in charge of the renewal of the management team and the various federal commissions.
The purpose of this communiqué is to clarify the situation by eliminating the few unfounded rumors and other informations-disinformations, which circulate in the manner of « café du commerce » discussions about what is illegitimate or illegal and what is wrong or not.
The world federation is not, should not, and will not be, the Center point for maneuvers and intrigues. Its operation continues in accordance with the regularly validated decisions whose documentation has been deposited in the archives kept and held by the WFVV Federal Office in Vietnam.
Everything has always been, is, and will always be resolved with reference to the laws and regulations in force, by the duly authorized persons. Of course, everyone’s opinion will be taken into consideration by the WFVV federal authorities and will weigh, as is the case for any democratic institution, in proportion to the representativeness of the group to which he belongs or which he leads. This has enabled WFVV, since 2015, to work for the Vietnam Vocotruyen singular development, achieving in just over 5 years more than 10 times more what previous organizations have done in 55 years. It is a question, here, not of depreciating the important achievements of the preceding generations, but just to note the immense contribution of the late Pdt Giang who, beyond his unanimously recognized merits (high level athlete, accomplished sports leader, awarded with the title « The Hero of Labor » – highest civilian distinction in Vietnam, creation and « rescue » of several sports federations, …), was the great architect of the revival of traditional Vietnamese martial arts and its current development.
Declaring myself not a candidate for the succession of the late President Hoàng Vĩnh Giang, but just, and legitimately, invested, until the next Federal Congress, to ensure the transition, I want to affirm, here and now, my firm resolution, as Permanent Vice-President, a function that I have assumed since 2018, to lead each case initiated to its expected end. It is an honor, and my honor, to thus testify to my respect, my admiration, and my gratitude to our late President Giang, my pride to serve Vietnam, the country of my roots, to contribute to the sustainability of the vietnamese martial arts, unique cultural riches that the vocotruyen has spread throughout the world.
Long live Vietnam, long live Vietnamese Culture, and long live Vocotruyen Vietnam (Võ Cổ truyền Việt Nam).
