Comme suite aux nombreuses initiatives et “fake news” relatives au fonctionnement de la fédération mondiale,

Il semble nécessaire, aujourd’hui, de rappeler 3 points essentiels et de confirmer la légitimité comme la légalité des 2 évenements organisés à Alger en juillet 2022 :

1. La Fédération Mondiale de Vocotruyen Vietnam (WFVV) est une organisation non-gouvernementale (ONG) et ne relève pas de l’autorité de l’Etat, ni d’aucune tutelle (par exemple: Direction des Sports du Vietnam, …).
2. Ce statut spécifique de la WFVV ne prévoit aucune intervention extérieure et lui permet d’organiser librement son fonctionnement comme l’ensemble de ses activités, sous la seule tutelle de son Comité Exécutif.
3. La seule obligaion imposée à la fédération mondiale WFVV est d’informer, à la fin de chaque année civile, les autorités locales, à savoir les ministères concernés des pays dans lesquels la fédération mondiale a organisé ses événements.

Ainsi, l’organisation du Championnat du Monde de Vocotruyen Vietnam – ALGER 2022 – en Algérie, manifestation programmée pour 2020, décidée par le feu Président Hoang Vinh Giang et validée par le Comité Exécutif Permanent de la fédération, autorisée par le Ministère Algérien de la Jeunesse et des Sports, se tiendra tout à fait, normalement, légitimement, et légalement, à Alger (Algérie) du 16 au 21 juillet 2022.

Ainsi, la tenue du 2^ème Congrès WFVV – Période 2022-2027, appelé à renouveler le Comité Exécutif de la Fédération Mondiale et à l’élection de son Président, procédures qui relèvent du seul pouvoir du Comité Exécutif et des Grands-Electeurs membres de la WFVV sans aucune autre intervention extérieure à la fédération mondiale.

Si chacun est libre d’organiser, en présentiel ou en distanciel, des réunions et autres discussionsà propos du championnat du monde, du congrès, des règles d’administration ou de gestion de la fédération mondiale, il convient de prendre connaissance, avec rigueur, des dispositions légales et de l’environnement juridique, pour savoir que seul le Comité Exécutif WFVV sera compétent en la matière et sera, seul, en droit d’intervenir dans son fonctionnement.

La Fédération Mondiale de Vocotruyen Vietnam – Lien Doan The Gioi Vo Co Truyen Viet nam – World Federation of Vietnam Vocotruyen (WFVV), agréée par le Ministère de la Culture, des Sports et du Tourisme du Vietnam par décision ministérielle n°1747/QD-BVHTTDL du 17 mai 2016*, s’inscrit donc en faux contre toute initiative extérieure, totalement incompétente en ce qui concerne le fonctionnement de la WFVV. Il est permis aux nombreux Dirigeants et adhérents de la fédération mondiale, une très grande majorité, de se poser de nombreuses questions quant aux motifs et aux buts réels recherchés par certaines personnes qui oeuvrent, sans nul doute, au détriment des arts martiaux traditionnels Vietnamiens (vo co truyen), et, par “effet papillon” à la Culture Vietnamienne, peut-être même, quelque peu, à l’mage du Vietnam daans le monde. Vive le Vietnam, vive le Vo Co truyen Viet Nam.

Following the many initiatives and “fake news” relating to the functioning of the world federation,

It seems necessary, today, to remember 3 essential points and to confirm the legitimacy as the legality of the 2 events organized in Algiers in July 2022 :

1. The World Federation of Vocotruyen Vietnam (WFVV) is a non-governmental organization (NGO) and does not come under the authority of the State, nor any supervision (for example: Directorate of Sports of Vietnam, …).

2. This specific status of the WFVV does not provide for any external intervention and allows it to freely organize its operation as all of its activities, under the sole supervision of its Executive Committee.

3. The only obligation imposed on the WFVV world federation is to inform, at the end of each calendar year, the local authorities, namely the relevant ministries of the countries in which the world federation has organized its events.

Thus, the organization of the World Championship of Vietnam Vocotruyen – ALGIERS 2022 – in Algeria, an event scheduled for 2020, decided by the late President Hoang Vinh Giang and validated by the Permanent Executive Committee of the federation, authorized by the Algerian Ministry of Youth and Sports, will be held completely, normally, legitimately, and legally, in Algiers (Algeria) from July 16 to 21, 2022.

Thus, the holding of the 2nd WFVV Congress – Period 2022-2027, called to renew the Executive Committee of the World Federation and the election of its President, procedures which fall within the sole power of the Executive Committee and the Grand-Voters members of the WFVV without any other intervention outside the world federation.

If everyone is free to organize, face-to-face or remotely, meetings and other discussions about the world championship, the congress, the rules of administration or management of the world federation, it is advisable to take note, with rigor, legal rules and the legal environment, to know that only the WFVV Executive Committee will be competent in this matter and will be, alone, entitled to intervene in its operation.

The World Federation of Vietnam Vocotruyen – Lien Doan The Gioi Vo Co Truyen Viet nam – World Federation of Vietnam Vocotruyen (WFVV), approved by the Ministry of Culture, Sports and Tourism of Vietnam by ministerial decision n°1747/QD- BVHTTDL of May 17, 2016*, therefore disagrees with any external initiative, totally incompetent with regard to the operation of the WFVV. It is permissible for the many leaders and members of the world federation, a very large majority, to ask themselves many questions as to the real motives and targets sought by certain people who work, without a doubt, to the detriment of the Vietnamese Traditional martial arts (vo co truyen), and, by “butterfly effect” to Vietnamese Culture, perhaps even, somewhat, to the image of Vietnam in the world. Long live Vietnam, long live Vo Co truyen Viet Nam!
